UP Mindanao constituents complied with procedures in the 2025 Nationwide Simultaneous Earthquake Drill for the first quarter of 2025 which was held on March 13, 2025. at 3:00 p.m. University President Angelo Jimenez’s Memorandum No. 25-02 enjoined all UP units to conduct earthquake drills on the said date as part of the ongoing capacity-building efforts for disaster resilience across the UP System. UP Mindanao constituents complied with the specified activities in the memo in all major campus buildings.
First, upon the first 15 seconds of ground-shaking, signaled through the first alarm sound, everyone assumed the “duck-cover-and-hold” position. At the end of the first alarm, they did the orderly evacuation. There was a second alarm, signaling aftershocks, wherein constituents assumed the duck-cover-and-hold position beside stable structures, such as walls. After the second alarm, the constituents evacuated their buildings and moved towards their designated evacuation sites.
At this point, the UP Mindanao Incident Command System (ICS) was activated, headed by the Incident Commander, presently Vice Chancellor for Administration Leo Manuel Estana. VC Estana directed a head count, undertaken by unit heads or classroom instructors to account for their constituents.
The Incident Commander dispatched an engineer to conduct structural and safety assessment of the buildings. He receives the head count. If necessary, he will dispatch another team to evacuate constituents who are left behind or unable to exit. Upon favorable assessment of the building safety team, the Incident Commander issued the all clear order advising everyone of the end of the drill and return to their posts.
Before doing so, VC Estana took the opportunity to impress the importance of the drill upon the constituents. The entire drill took approximately seven minutes and the ICS conducted an assessment immediately after the drill for future improvement.
