
A UP Resilience Institute (UPRI) team conducted an inspection of UP Mindanao on October 15-16, 2025, and a discussion on UP Mindanao’s Public Service Continuity Plan (PSCP) following the recent Davao Region earthquakes.
The UPRI Institution Building team, led by Specialist Jose Abraham Ongkiko, with Patrick Ryan Bello and Franklin Joshua Gali, used their Monitoring and Assessment Tool for Area Threats and Accident Generators (MATATAG) for the detailed campus inspection, which covered buildings and grounds, existing emergency preparedness and crisis plans, and custodial services and maintenance.
The UPRI team also conducted a structured discussion of the students’ and staff’s experiences in the recent earthquake, after which they gave preliminary recommendations.
UP Mindanao Chancellor Lyre Anni Murao and University Student Council Chairperson Lara Felescoso led their respective units and UP Mindanao’s Crisis Management Committee and Incident Command System in hearing the UPRI team’s preliminary results and recommendations.
Subsequently, the UPRI team took the opportunity to hold a focus group discussion for UPMin’s Public Service Continuity Plan (PSCP), which compiles documented procedures for responding, recovering, restoring, and resuming operations following a disruption. UPMin’s PSCP First Edition was completed in 2023 and is scheduled for updating following the issuance of the Second Edition Guidelines, as mandated by government and university policy.
