UP Mindanao welcomes PUSO x BULSA Roadshow and Assessment

UP Mindanao officials and personnel welcomed UP Vice President for Planning and Finance Iryn Y. Balmores and her team in their visit to UP Mindanao for the PUSO x BULSA Roadshow and Assessment on March 21, 2025. The Personnel Unified System Outlook (PUSO) and the Budget Utilization and Liquidation System and Analytics (BULSA) are UP-developed information systems being implemented in all UP constituent universities, replacing the previous University Information Systems (UIS), specifically, HRIS and FMIS. UP Mindanao’s key end users, composed of unit heads and selected personnel, attended the event.

The participants reviewed the UP Mindanao utilization from the PUSO x BULSA “Go Live” date on December 12, 2024. It showed that 296 personnel had access to the system, of which there were 283 users, with an average of 11 log-ins daily.

VP Balmores stated their need from the UP Mindanao human resource and finance offices. Primarily, to use the PUSO x BULSA system to do data updating and cleaning of records, to be active by reporting bugs and challenges encountered when engaging with the system, and to take the lead in assisting UP Mindanao units in using PUSO x BULSA.

Toward the success of PUSO x BULSA, she called on the participants to adopt certain mindsets. A long-term mindset to focus on important tasks, not only the urgent tasks, in order to achieve lasting success of the system. A humble mindset to embrace teachability by recognizing that there might be better ways to do things. A privileged mindset to view employment in UP as an honor and a privilege and valuing the opportunity to serve. A leadership mindset, to lead by example by practicing the behaviors and attitudes one wishes to see in others in the discharge of public office. And a growth mindset, to keep learning, being able to bounce back from setbacks and failure, accept feedback, and be better for oneself, ones family, the university, and the nation.

With these in mind, the participants were asked to think of how one can contribute through active involvement and participation in PUSO x BULSA by assisting employees in units and offices, to provide feedback on PUSO x BULSA system behavior, and have a sincere commitment towards continuous improvement and achievement of a quality management system for the university.
