Members of the non-teaching personnel sector raised issues and concerns relating to personnel welfare in the consultation with the university administration held on February 18, 2025, at the UP Mindanao Kalimudan covered court. Personnel occupying permanent plantilla items, contractuals, and non-government service, consisting of Job Order and Contract of Service personnel, were included in the consultation.
Vice Chancellor for Administration Leo Manuel Estaña opened the consultation with a presentation of the accomplishments of the Office of the Vice Chancellor for Administration (OVCA) in the past three years, among which include the ISO 9001:2015 and the PRIME HRM accreditation, infrastructure, health and wellness, hiring, and training, to name a few.
In the open forum, regularization, the selection and appointment of personnel to permanent plantilla items when these become available, was discussed. Policies governing selection, such as qualifications ranking, length of service, and required documentation, were clarified. In addition, staff members proposed wider communication dissemination and an orientation when job vacancies and hiring opportunities arise.
Other staff members also mentioned possible improvements in policies relating to selections for recognition and awards. Some appealed for adjustments in existing policies. Other concerns relating to well-being and personnel development were also discussed.
“We are here to listen,” said Chancellor Murao in her opening remarks. “I cannot promise that we can make solutions today but I want to involve you because you are a part of the solution. If you will be included or chosen to be one of those people who will be involved in solution-building workshops for the key issues in the university, I hope that you will be excited to be part of that and contribute solutions. So we can go back and forth between us with our plans so we refine our steps as we move forward in the next three years,” she said.
Vice Chancellor Estaña said UP Mindanao non-teaching personnel can look forward to a number of plantilla items for regularization that are in the final stages of approval. “I advise the personnel to strengthen their qualifications in order to qualify when the items are approved and opened for application,” he said.
Chancellor Murao said consultations with the non-teaching sector will be held periodically.
