2026 First Quarter’s Earthquake Drill Guided by UPRI Checklist

UP Mindanao’s Incident Command System (ICS) team adopted the UP Resilience Institute’s Observation Checklist in the implementation of the First Quarter National Simultaneous Earthquake Drill on March 12, 2026. Observers, comprising personnel from the Campus Planning and Physical Plant offices, were equipped with Observation Checklists and deployed to document the drill.

The Checklist items included time entries for the drill start and end, the arrival of constituents at the evacuation sites, and the activation of the incident command center. It likewise required entries for the dispatch of search and rescue, materials salvage, and building inspection teams, and the establishment of an emergency medical station.

In addition, the Checklist required the enumeration of evacuated constituents, such as students, faculty members, non-teaching personnel, and visitors.

The drill participants were constituents in the Administration Building and the College of Humanities & Social Sciences, the School of Management (SOM), the College of Science and Mathematics (CSM), the Elias B. Lopez (EBL) Hall dormitory and Interactive Learning Center, the University Library, the Davao City-UP Sports Complex Gym, and Jaworski Hall (Physical Plant Office site).

The siren signaling the start of the drill sounded at 3:30 pm at the Administration Building, and University constituents at the various building sites carried out the prescribed drill actions. The ICS team members discharged their corresponding functions, such as facilitation of evacuation, accounting for personnel, and team actions. The “All Clear” announcement, indicating the end of the drill, was issued at 3:50 pm, for a total of 20 minutes for the entire drill.

ICS-designated personnel contributed documentation and reportage from the various sites for the UPRI Checklist, namely Rainer Renegado and Maynard Usares at CSM, Ging Benitez and Ann Batomalaque at EBL, Clint Joey Inson at SOM, Raymund Diaz at the University Library, Victor Estomata at the Sports Complex, and Helen Corton at Jaworski Hall. At the Administration Building, the ICS team comprised Bob Mitzel Navarrete, Roberto Cardinal, Melben Porol, Quincy Feliscuzo, Engr. Jeson Laurilla, and Rene Estremera, while Arch. Oliver Telmo led the Observation team. Vice Chancellor for Administration Leo Manuel Estaña chaired the post-drill evaluation meeting to hear feedback from the units and assess the drill for further improvements.

First Quarter National Simultaneous Earthquake Drill aligns with UP Mindanao’s strategic vision of the Amuma (caring) framework for a Regenerative and Transformative higher education institution for its environment and society.
